STRATUM presents State of the Art Mobility Model for Kosovo

For the second time, STRATUM has been present on the “Austrian Kosovo Smart Infrastructure Day 2016“ which has taken place at the University for Business and Technology [UBT] in Pristina, Kosovo and this time included very eminent speakers such as Dr. Franz Fischler, former EU commissioner and President of European Forum Alpbach.
Besides Dr. Fischler, who has been present as official representative of European Forum Alpbach, the one-day event included the presence of:
- Mr. Ramadan Liazi, Deputy Minister for EU Integration
- Mr. Lutfi Haziri, the Major of Gjilan
- Mr. Rexhë Osmanaj, Director of Road Management Department
- Mr. Sheremet Ahmeti, Director of Kosovo Traffic Police
- Mr. Christoph Demuth, representative from Stratum Traffic Engineering Austria (part of STRATUM Network)
The Meeting has been opened by Mr. Gunther Fehlinger, President of OeKG and Prof. Edmond Hajrizi, Rector of UBT.
Road traffic and Public transport in Kosovo shall be put under one roof of future – “KOSOVO Transport & Mobility Holding”Dr. Christoph Demuth, Managing Partner of Stratum Traffic Engineering Austria (Part of STRATUM Network), presented the Austrian Model “ASFINAG”, for financing and operating Austria’s First Class Road Network, as an orientation to reorganize “Mobility” in Kosovo.
Due to the fact that Kosovo today has a population of approximately 1.8 million and a large portion of the budget is assigned for road infrastructure, it rises the question how to achieve a return on investment. Therefore, a respective pricing scheme shall be invented to have road users pay for using the first class road network, whereas as an alternative modern public transport system shall be invented as well, whereas road traffic and public transport in Kosovo shall be put under one roof of future KOSOVO Transport & Mobility Holding.
Kosovo has the know-how, but luck of experience in the sphere of Intelligent Transport Systems
As Mr. Demuth has mentioned during his presentation, the holding shall build, operate and maintain road infrastructure as well as public transport system. Kosovo, like other countries on the Western Balkan has the know-how to build roads, but there is rather not much experience regarding implementation and operation of pricing schemes for road networks, as well as Intelligent Transport Systems Applications for Public transport and Traffic Management.

Local academics, authorities and foreign experts toward the development of the right Transport and Mobility structure
Mr. Demuth proposes to set-up a think tank together with local Academic institutions, authorities and domestic and foreign experts developing the right structure and organization for Transport and Mobility in Kosovo.
